Cirion became the twelfth Ruling Steward of Gondor in TA 2489. He was mostly remembered because it was he who granted the lands of Calenardhon to Eorl the Young for his people's help during the Battle of the Fields of Celebrant during the Third Age.

After the battle, Cirion met with Eorl the Young atop Amon Anwar, where the Tomb of Elendil was laid. There Eorl the Young took the Oath of Eorl and Cirion took the Oath of Cirion and each promised to remain true to the other and this promise passed on to all of their kin through the years even to the War of the Ring.

Cirion was succeeded by his son Hallas.
