The Tower Hills marked the western boundary of the Shire. They were crowned by three Elf-Towers that had been built by the Exiles.

The tallest tower, Elostirion contained the Master Palantír, which looked only over Sea. It had been placed there by Elendil so that he could gaze on Tol Eressëa and Eldamar from afar.
