Hawks were, along with the Eagles, servants of Manwë who watched over Middle-earth and brought back messages to their master in his home on Taniquetil.

There were others who used hawks as servants, and Aragorn at one point said that he saw them flying far over the Crebain who were spying in the service of Saruman.
