Hobbit of the Shire, the second of Tolman Cotton's four sons. He was born in Third Age 2984 and was usually called Jolly.

Jolly was one of Sam's childhood friends, and indeed, Sam ended up marrying his sister Rose.

During the War of the Ring, Jolly and his brothers helped defend their father's farm against Sharkeys Men, and also played a part in helping the Travellers free the Shire.
