I'm not too skilled in it, but you could use MS Paint to reduce the size of an image to the correct proportions. I have used Photobucket in the past to shrink the size of an animated image.

imageshack and tinypic do resizing as well. They are both upload sites.

That ia a very popular question that no one seems to be able to answer. Mine came from the long extinct Avatar pool way back in 2006. I would suggest that you PM gwendeth as she is a mod with a moving avatar and might be able to help you. If you find out anything, let us all know. Good luck and welcome to the Council of Elrond!
