Well,nobody else has posted a response. Let's give this a try:

Tiriondo osto
Norolli lá lavainë

Watch-Stone City
Any carts not allowed

(Possibly alternatively interpreted as "No carts allowed" )

Very good. But Tirion is a city in the Undying lands: https://en.wikipedia.org/wiki/Tirion, so the name shouldn't be translated.
Thus the top line simply reads 'City of Tirion'.
And indeed the 2nd line: 'No carts allowed'.
