Post Tengwar S (w/ vowel) vs. short vowel stem

When you're writing a word that has the single S with a vowel attached afterward (for example, "Apsa", do you write the S tengwa in the same size as you would when writing the short vowel stem? Or is the stem plus a vowel the same height as the S without a vowel...? I'm slightly confused. I'm writing in calligraphy, and it's difficult to tell my stems from my S's except for the width difference. Does anyone know the height for the S?

Apsa is usually written with an s-hook (see pic).
