When it is read in Quenya mode it says: Stamus qunotra mlamu
When the vowels are placed wrong (in the Sindarin way), it says: Satums quontra malum
I cannot assign meaning to either, which language is it supposed to be?

You read it right, Its a translation of the Latin "Stamus Contra Malum" in Quenya.

Sorry, that's not Quenya at all. It's still Latin but written in Tengwar (the letters for the Elvish languages).
In Quenya this would be: Á tarë ulcullo!
