Lorgan was an Easterling chieftain that lived in Hithlum. He seemed to think that he was the lord of all Dor-lómin as a servant under Morgoth.

He attacked Tuor's camp, and took him captive. Tuor eventually escaped, but Lorgan sent dogs after him. Even that did not work as Tuor had already befriended every dog of Lorgan’s. The Easterlings put a good price on his head, but they feared the elves and so would not go into Tuor’s abode.
