Mayor of Michel Delving
The only real official in the Shire at the time of the War of the Ring who was elected once every seven years at the Free Fair.
The Mayor seems to have been chosen from among popular and responsible members of the working class. As First Shiriff and Postmaster, he was in charge of the Watch and the Messenger service. However, his most important duty was to preside at banquets. In FA 14 the Mayor, who at the time was Samwise Gamgee, was made a Counsellor of the North-kingdom of Arnor.
The only Mayors mentioned in Lord of the Rings are Will Whitfoot (About TA 3013 - Fourth Age 7) and Samwise Gamgee (Fourth Age 7 -56). Frodo Baggins was Deputy Mayor in 3019-20.
