A chain of hills running to the northwest beginning about 75 miles north of Bree.
Fornost Erain (called Norbury of the Kings by men), the fortress city and capital of Arnor, was located at the southern end of the North Downs, and the Greenway (the North-South Road), the major highway of Arnor started there. The area was once heavily populated but the wars with the Witch-King and the destruction of much of Fornost in the year TA 1974 caused the population to scatter.
By the time of the War of the Ring the North Downs were abandoned. No-one went there but the Rangers, the last remnant of the Dúnedain in the North.
