Since the previous queen Tar-Telperien had no children, the sceptre passed to the son of her sibling Isilmo. Tar-Minastir became the eleventh of the Kings of Númenor.

Minastir took this name because he built a high tower atop the hill of Oromet near to the city of Andunië and the western shores. The king would spend hours in the tower staring into the west for the yearning for the Undying Lands had grown strong in the hearts of the Númenóreans. Minastir loved the Eldar but he also began to envy them.

Tar-Minastir sent a great fleet of his folk to the aid of Gil-galad in the first war against Sauron. This deed drew hatred for the Númenóreans from the second Dark Lord.

Tar-Minastir ruled for 138 years and was succeeded by his son Tar-Ciryatan in SA 1869
