I can't recall if the text might imply such a thing?
Offhand, I think the Witch King would be aware of Bombadil and his land, but might be reluctant to enter that land. Extrapolating from Bombadil's response to the One Ring, his power (at least when on his own turf) might neutralize Sauron's: I would think a servant of Sauron's who is so bound up with the Ring might sense this and be of a mind to turn back at Bombadil's borders.
