Fortunately, the formula Saruman stole was one of the Dwarves' prototypes, and it did not suit his nefarious purposes very well.

Unfortunately, that meant he had to try and steal another formula, and headed for the Shire to see what the little folk had, that he might be able to use.

Fortunately, Saruman mistakenly thought that pipeweed was one ingredient of the formula, which naturally was a total dead-end in his gunpowder research.

Unfortunately, he developed a cough from handling the pipe-weed, and he was inundated with hobbits trying to "borrow" some of it.

Unfortunately, Gandalf discovered that the pipe-weed could be smoked with a minimum of coughing, which started a stampede for the weed.

Unfortunately, Saruman had at long last found out the "true" use of pipeweed, so his buying up (through agents) of large quantities of the pipeweed led to supply shortages for both the Hobbits and Gandalf.
