That depends on what sort of article you want to submit. If it’s a news item, you’ll want to go to News–>Submit News. If you’re referring to something that’d be sorted into Elrond’s Library, Gaming Articles, etc, there are submission links in each of these areas. Click on those links and they’ll take you to that section’s submission page, which will list the rules and guidelines your article should followed before being submitted.

Should you have further difficulties with submissions, feel free to contact whichever admin is in charge of that particular section. Go to CoE–>Admins & Staff, find the right admin, and click the picture next to their name.
