I was just raising the matter of just who was actually running Rohan at the time .
Wormtongue may have had warning that Legolas, Gimli and Aragorn were arriving, [as Saruman may have been the old man they had seen on the edge of Fangorn earlier and got word to him], and wanted to refuse them entry - but Gandalf seemed to be completely aware of what was going on and would have none of it. Gandalf makes it clear that he will listen the the words on no-one but Theoden himself.

Aha! That makes sense then... I do like the way Háma for instance really doesn't care too much about Gríma, and goes to judging Gandalf and his companions by himself.
