Isuldur had decided to give up the Ring to the bearers of the Three once he reached Rivendell. Would he have actually been able to do that once the time came to give the Ring to someone else?

I very much doubt it; it was hard even for Bilbo to give it up, and he did it as much of his free will as possible. Another thing is, would the keepers of the Three have taken it, because sure they knew what it would do to them? Maybe Galadriel would not yet have been wise and mature enough to refuse it...
