Personality: He has great suvival skills but is not practiced in any weapon save his own teeth and when fit he has a great inner strength.
He will have to learn to stand upright and how to relate to those around him. Firstly he needs to learn who and how to trust.
Appearance: I would estimate him at being around 11, so he is very young. I think his parentage is that of the Stoors ie Gollum's clan. He has an affinity with water and like Gollum his hands and feet are slightly webbed.
History:
He is a Hobbit child that has somehow been lost and hence has lived in the wild. In some ways he resembles Gollum in that he has not found the warmth and compassion of anyone.
He has no social skills and his fear of elves stems from when they hunted him, thinking he was Gollum. But mostly his injuries are from Men who have repeatedly beaten him for stealing from them.
Like Frodo he is less affected by a rings influence.
