The Council of Gondor, under the control of Steward Pelendur, took authority over Gondor after the death of Ondoher, and also when Arvedui tried to claim the throne.

Almost nothing is known about this council, but it is assumed that it followed a similar system to the Númenórean Council of the Sceptre. Representatives from Gondor's cities, the Steward, and the King's heir were supposedly part of the council.
