best hair: Gimli (including his beard)

best make-up: the orcs, they look great! (second comes frodo and sam when they look really dirty )

best costume: the black riders, but i also like aragorns ranger costume

Hair,Make-up,and Costumes in all 3 movies were Spectacular!
But I'd have to say the Elves in all 3 catergories,to take a person and an turn them into something totally different,they all looked Etheral

Hair: Legolas, because it stayed in place for the entire trilogy...
Make-up: The elves...all of them. All looked perfect and solemn and stern. 3 things commonly associated with elves in the LotR movies.
Costume: Pippin's mini Tower Guard costume.

Hair: Galadriel
Make-up: Richard Taylor in his cameo (I didn't even realize that was him until I watched the Appendices for ROTK EE. Amazing transformation)
Costume: Eomer at Aragorn's coronation
