No, unfortunately he will have to wait until he turns 13 before he can become a site member. Council of Elrond requires all site members to be at least 13 years of age, so that we can comply with the COPPA (Child Online Privacy and Protection Act).

What is the difference between Site themes and Forum themes?

Site themes allow you to customize the overall look (color scheme) of the site. Forum themes allow you to customize the color scheme of just the forum. Be aware, however, that some forum themes DO NOT look good with some Site themes so play around with them until you get a good combination.
